ARC Guidelines, Instructions & Form
When is an ARC form required?
This page list the changes that require a Property Change Request and guidelines for completing the form.
When required, the following apply to every request:

All Rosedale CC&Rs, Manatee County and Florida State Codes must be followed.
-
Proper Permitting is required and is the homeowners responsibility. For more information see the Rosedale Master Homeowners Association Website and the Overview, Manatee County Guidelines, What Does Need a Building Permit.

Sunshine 811 should be contacted to identify underground utility wires and pipes whenever digging is part of a project.

Use of Licensed Contractors is the homeowner’s responsibility when required. For more information see the Rosedale Master Homeowners Association Website and the Overview, Manatee County Guidelines, Handyman or Licenses Contractor.

Common ground cannot be used without Master HOA approval. Any and all damage to common property must be repaired.

If access is needed to neighbor[s] property, a written approval from the neighbor is required along with the ARC request. If a project has an impact on a neighbor’s property (i.e., zero lot lines). Both homeowners must submit a PCR/ARC Request
-
No supplies are to be stored in common areas, on the front lawn or on the street.
-
Must comply with local HOA requirements (where applicable) and have local ARC authorization to submit to the Master ARC.
-
Each type of request requires a unique submission. For instance, if you are painting and landscaping you need to submit two separate forms.

Submissions must be complete with all items attached (see below) or may result in delays.

Submissions received by noon the Friday before an ARC meeting should be reviewed at the following ARC meeting (usually every other Wednesday, see the Rosedale Master HOA site for more details). Holidays and volunteer shortages may affect this timing.

The Rosedale Master ARC and HOA maintain certain discretions to ensure a community of quality homes and buildings of tasteful design, and to promote and assure architectural and aesthetic quality for the benefit of all owners in the Subdivision

AWNINGS, SHUTTERS OR SUN / PRIVACY SCREENS

ARC form required for awnings, shutters, or sun / privacy screens. (Note: not required if under the roof part of the lanai and/or not visible to neighbors and others view)

When required, include:

Color/pattern samples or color photo of proposed items

Photo of the location where the item will be installed

Photo of house and roof (to ensure an appropriate match)

ARC form required for any new or replacement cage construction or modification to lanai. (Note: Cage must be bronze or white, as dictated by the local community's choice)

Include:

Survey showing cage and door locations (Note: doors may not open onto neighbor’s property or common property)

Cage plan and example (picture or drawing) of structure to be built and the color
-
Landscape plan (Note: Hedge-type plantings must be added to border the cage to give it a finished look)

Picture of home

Deposit (see deposit schedule)

CAGE and LANAI, Structural or Color Changes
-
ARC form required for any structural or color changes to the existing cage and screen design. (Note: rescreening the same cage or repainting with the same color does not require an ARC form.) If changing color to bronze paint must be Sherwin Williams DTM (Direct to Metal) “Bronzetone Satin”

Include:

Cage plan and example (picture or drawing) of structure to be built/changed

CARRIAGE and LAMPPOST LIGHTING
-
ARC form required to replace or repaint a different color. (Note – not required if repainting the same color)
-
When required, include:
-
Photo of the house to see how the new lights match
-
Photo and dimensions of new lights (Local HOA ARC may have their own list of approved lights), or
-
Example of color to be used (i.e., paint chip)
-
Acceptable colors are bronze, white or black (and may further depend on local HOA requirements).
-
Lights should be bright enough to provide a uniform level of exterior lighting on each home and to illuminate any walkway.

DRIVEWAYS and WALKWAYS, Painting or Staining
-
ARC form required to paint or stain an existing driveway.
-
Include:
-
Color/pattern samples or color photo
-
Photo of house and roof (to ensure an appropriate match)
-
Note: Sidewalks are common grounds of RMHOA and cannot be painted.

DRIVEWAYS and WALKWAYS, replacing or reconfiguring
-
ARC form required to replace, reconfigure or add walkways to an existing driveway.
-
Include:
-
Survey indicating location of the new driveway/walkway (No survey required if footprint is not changing.)
-
Type of material to be used with color sample (Remember, wet saws may be required for any stone, paver, tile, etc. cutting.)
-
Photo of house and roof (to ensure an appropriate match)
-
Deposit (see deposit schedule)

ENTRYWAY SCREENING, full frame and door
-
ARC form required to add or replace an entryway screening.
-
Include:
-
Picture of the existing door and framing, in color.
-
Picture of the proposed door and screening.
-
Must be a plain, unobtrusive design (security ribs, scrolls, or small design are acceptable)
-
Metal frame must match EITHER the required lanai cage color, “choice” of HOA community, or the color of the carriage lights and lampposts.

Plan (i.e., photo) showing exact location relative to front of house
-

ENTRYWAY SCREENING, retractable screens or doors
-
ARC form required to add or replace a retractable screen door.
-
Include:

Photo of the house where the proposed screen will go.

Picture of the retractable screen door framing, in color. (Note: the entire frame must be the same color as door trim (manufactured as such or painted)

Plan (i.e., photo) showing exact location relative to front of house
-

EQUIPMENT, A/C Units, pool equipment, water treatment equipment, generators, etc.
-
ARC form required to add new equipment. (Note: No ARC form required for repairs or replacing existing equipment.)

Include:
-
Survey and picture of house indicating location for the equipment
-
Landscape plan (plantings or a solid enclosure such as PVC Fence or painted stucco wall, to match the house, are required to screen item from public view)
-
On backflows, when screened the front is to be open for access
-

EXTERIOR PAINTING, house, trim, windows, gutters and downspouts and doors, cages, etc.
-
ARC form required when any colors are changing. (Note: Repainting in the same color is considered a “repair” and no ARC form is required.)

Include:
-
Paint chips/samples (Note: Colors must fit into the neighborhood and surrounding homes. Also, check with local HOA ARC (if any) as they may have approved colors.)

Paint manufacturer name and paint number and/or name
-
Picture of home including roof tiles, pavers, etc. to make sure colors coordinate
-

ARC form required for any new fencing. (Note: No fences allowed on properties abutting ponds or golf course or backing up to neighbor’s yard. No front yard fences allowed, cannot interfere with “platted” swale. Must be black, flat topped with 4’ maximum height; or, where acceptable, whate or beige PVC or vinyl.)

Include:

Survey showing location of fence Show location on plat/survey and indicate gate locations (Note: Requires at least one 5’ wide utility gate to enable maintenance of property. Gates may not open onto neighbor’s property or common property)

Picture of the fence style and color choice (Note: Unless local HOA has rules to the contrary, it must be black, flat topped with 4’ maximum height. If the local HOA permits PVC or Vinyl fences the color [White or Beige] and style must match the color and style of the other PVC fences in the HOA community.)

FENCE, invisible fences/electronic pet enclosures

ARC form required for any new or reconfigured invisible fencing. Additional requirements and indemnifications are on the Application form.

ARC form required for any new flagpole not physically attached to the house.

FRONT DOOR, replacement

ARC form required when any front door is being replaced (Note: must be hurricane proof or hurricane protected)

Paint chips/samples (Note: Colors must fit into the neighborhood and surrounding homes. Also, check with local HOA ARC (if any) as they may have approved colors.)

Paint manufacturer name and paint number and/or name
-
Picture of home including roof tiles, pavers, etc. to make sure colors coordinate

GARAGE DOORS, replacement
-
ARC form required when any garage door is being replaced. (Note: must be hurricane proof or hurricane protected)
-
Include:
-
Paint chips/samples (Note: Colors must fit into the neighborhood and surrounding homes. Also, check with local HOA ARC (if any) as they may have approved colors)

Paint manufacturer name and paint number and/or name
-
Picture of home including roof tiles, pavers, etc. to make sure colors coordinate

GUTTERS & DOWNSPOUTS
-
ARC form required for any new or replacement gutters/downspouts. (Note: gutters must be bronze, white or the color of the house soffits or fascia; downspouts must be bronze, white or the color of the house or gutters.)

Plan showing where gutters and downspouts will be installed

Picture of home including roof tiles to make sure colors coordinate

HURRICANE SHUTTERS
-
ARC form required for any new or replacement Hurricane Protection Devices. (Note: Plywood and similar wooden materials are not acceptable.)
-
Include:

Example (picture) of unit(s) to be installed

ARC form required for any new landscape lighting. (Note: Only clear low voltage lights may be used. Solar lighting does not require an ARC)

Include:

Survey showing lighting locations
-

ARC form required for any new trees, tree removal or any enlargement of existing beds. Also required to plant or replant hedges on corner lots (Note: replacing or changing plants in existing beds does not require an ARC. Resodding or mulching does not require an ARC.)

Plants must be non-invasive. “Florida friendly” preferred
-
Include:
-
Picture of existing area(s) to be changed. (Note: If planting an easement affidavit acknowledging requirement to potentially move required. If a drainage easement also requires approval from Stormwater committee. No planting in Right of Way)

Landscape plan and survey showing locations of work
-
Home Owners are required to maintain at least one front yard tree (“street tree”) per Manatee County code. To remove a “street tree” without documentation from an arborist certified by the International Society of Arboriculture or a Florida licensed landscape architect stating the tree is diseased or presents danger to persons or property, you are required to replace it per the code and obtain approval from the ARC.
-You must replace the tree within 30 days of removing the existing tree
and it must be planted within 25 feet back from the right of way. (Note: two palms are required to equal one “street tree”) For more information see the Residential Tree Removal pages on the Manatee County web site, which can accessed from the Rosedale Master HOA Website.
-Existing trees located within 25 feet of the ROW may be considered in
lieu of a replacement tree. -
Must ensure plantings do not obstruct vision of traffic

ARC form required for any new outdoor kitchen only if gas or electric is being installed, a new wall is being build or is being built outside the lanai

PAVERS, replacements, or expansions
-
ARC form required for any new paver work. (Note: not required if only replacing certain worn or broken pavers)
-
Include:

Color samples (Note: Colors must fit into the neighborhood and surrounding homes. Also, check with local HOA ARC (if any) as they may have approved colors.)

Picture of home including roof tiles, pavers, etc. to make sure colors coordinate. (Remember, wet saws required for any stone, paver, tile, etc. cutting.)

Survey required if changing footprint or adding walkways
-
Deposit may be required (see deposit schedule)
-

POOLS / CONSTRUCTION AND INSTALLATION
-
ARC form required for most pool work. (Note: not required if only resurfacing the pool and/or replacing existing but worn, broken or out of date tiles. Pool cannot be built over any drainage easements. Silt fences required before digging)

Include:

Contractor/Builder name
-
Plan for pool, cage, deck and location of equipment
-
Survey of property with pool, deck, equipment pad, landscaping, etc. superimposed
-
Picture of deck materials. sample (Remember, wet saws required for any stone, paver, tile, etc. cutting)

Landscape plan, including screening of equipment
-
Access Permission Letter if utilizing a neighbor’s or common property
-
Deposit (see deposit schedule)

ROOF REPLACEMENT

ARC form is required.

Include:

Color samples of tiles (Note: Colors and style must fit into the neighborhood and surrounding homes. Metal tile may be acceptable if it matches community style. Also, check with local HOA ARC (if any) as they may have approved colors).

Picture of home including current roof tiles, pavers, etc. to make sure colors coordinate. Include sample (Remember, wet saws required for any stone, paver, tile, etc. cutting)

Deposit (see deposit schedule)

Conduit or other piping running on the roof must be painted to match the roof tiles (as with the roof vents)

WINDOW REPLACEMENT

ARC form required (Note: Must be hurricane proof or protected. If only replacing some windows they must match existing windows.)
